Cavey I don't mean to be a nitpicker but everywhere I look says that Brandeis actually said that "Sunlight is the best disinfectant and electric light the best policeman."
Yup, I think the makers of this video are being hyper-technical on the Brandeis quote.
It is correctly “sunlight is said to be the best of disinfectants”. DingleBarry changed up the words, but not the meaning.

A close friend of mine calls our leader "Il Duce" and this video is but one more proof of that bit of history we are now re-living.
