February – Deadline for submission. The Committee bases its assessment on nominations that must be postmarked no later than 1 February each year. The first of February is an important date.
According to Archives.gov, here's what the Constitution says...

Section 1.
The terms of the President and the Vice President shall end at noon on the 20th day of January. 
Gang, that means that this year's Nobel Peace Prize was based off an 11-day-old Presidency. Eleven days.
I've said it before and I'll say it again; the 'bar of excellence' in Western Civilization is now indistinguishable from a sewer pipe. The awardee of the Nobel Peace Prize confirms it.
I mean, seriously... look at this idiot. This picture looks like a cross between a game show host and a used car salesman, only sleazier. Then again, maybe I should have posted the picture of him wearing the baseball cap backwards. So dignified.

How many Nobel Prize winners have used the award to trumpet the cause of abortion & contraception in the name of population control? The Nobel prizes have become a way for Euro-trash to make themselves relevant.
What is even more disturbing are the people who nominated him so quickly the "submission" part. I mean if the White House is so humbled and don't think he deserves it, Just who in the hell submitted his nomination?
This man is a Commie and it is his desire to bring down this nation. As all intellectuals are wont to do.
I'm still finding it a bit ironic that he's all about "making friends" with the vast majority of the world, especially the Europeans (and Muslims)... but wasn't it roughly 250 years ago that we were trying to so desperately to get the hell AWAY from European "standards" and make a country of our own (and based off Christian standards too).
So everything that our forefathers fought and died for, everything that our country was founded on is being ruined by this idiot in a pathetic attempt to lint-lick the Europeans and boot-lick the Muslims. And they've just awarded him a prize that says "Yep, you're going in the exact direction we want you to take that country. kthanxbai"
