Can someone please explain to me why 1 BILLION clams has been attached to a military appropriations bill to fight the War on Terrorism, but this billion bucks is for the 'Cash-For-Clunkers' program of the Federal Government?

Now that Congress has passed the cash-for-clunkers bill, I'll answer some questions I've been getting about this controversial program.
First some basics: The bill was included in the Supplemental Appropriations Act of 2009 (HR 2346), which provides emergency funding for our wars in the Middle East. President Obama is expected to sign the bill.
The original idea was to reduce greenhouse gas emissions and reduce our dependence on oil. But the concept was carjacked by Detroit and turned into another way to stimulate new-vehicle sales. (And who runs Detroit? King Barry the Worst. Don't insult our intelligence.)
As passed, people who trade in a vehicle made in 1984 or later that gets 18 miles per gallon or less can get a taxpayer-financed voucher to buy a new vehicle getting slightly better gas mileage.
For passenger cars, the new car must get at least 4 mpg better for a $3,500 voucher or 10 mpg better for a $4,500 voucher.
For light trucks and SUVs, the mileage improvement must be 2 mpg for a $3,500 voucher or 5 mpg for a $4,500 voucher.
For pick-ups and vans weighing between 6,000 and 8,500 pounds, the new vehicle must get at least 15 mpg. The voucher will be for $3,500 if the new vehicles gets at least 1 mpg better than the old one or $4,500 for a 2 mpg improvement. (This isn't about better gas mileage. It's about control.)
Congress only provided $1 billion for the program, but everyone figures that's just a down payment. "The industry is going to come racing back for more money," says Dan Becker, director of the Safe Climate Campaign. ("Only $1,000,000,000? By the way, "the industry" is the Federal Government. Have you Obamanation enablers and apologists at Hearst Newspapers forgotten that 60% of GM is owned by the Feds? Again, please don't insult out intelligence.)

Another example of socialism, gov't taking care of you when you should be taking care of yourself.
This is the biggest pile of steaming #$%^ I have seen in a long time.
Don't forget the other owners, the unions which gave the new fed owner party millions of dollars in contributions which have been repaid a billion times. This is simply more reward for them.
What a business. You steal money from everyone on the threat of sending them to jail and call the money stolen "revenue" or investment in infrastructure". You use it and the money you are printing which is another form of stealing to buy a car company. Then you use the power given to you by virtue of the car union workers funding and votes to give credits of more of our money (tax revenue/investment) to those who you want to reward with old clunkers, driven by a huge majority of your supporters, and to appease another voting block, the stupic greenies with the gas milage ploy. While all of this is going on, you give the homo's more tax money by allowing them to name anyone who works for them to pick someone out to give benefits to as their "spousy" and cannot seem to find a voice to put down the mullah's who are your one true faith as they kill people seeking freedom in Iran. Not a bad week. And the media cheers barry the worst on.
