The Unborn Child Pain Awareness Act introduced by Rep. Chris Smith (R- New Jersey), failed by a vote of 250-162, short of the two-thirds majority required under rules that limit debate.
Smith said the bill would have made abortion slightly more humane.
"Not only is abortion violence against children, but now we know that abortions are painful to the baby as well," Smith said in debate on the House floor. "We ought to at least allow that child pain medication."
The bill would also have required doctors to provide patients with a consent form requesting or refusing anesthesia for the unborn baby.
Here is a link to the actual vote. Notice how the overwhelming majority of Republicans voted, and how the overwhelming majority of Democrats voted.
And I couldn't help but notice that some of our much ballyhooed "Catholic" lawmakers, Nancy Pelosi, Charlie Rangel, and Patrick Kennedy voted against it.
And where is the USCCB?

As per this post and the previous list of Democrats who have not been champions of black rights in America:
I recently started teaching high school Civics and American History at a rural high school in South Louisiana. The school I teach at is probably 75% black.
Needless to say, the students who are vocal (most aren't) about the politics are pro-Democrat - and because of the racial make-up of the school, are also black.
Since the start of the school year, I've heard nothing about Bush but that he's racist and that the Democrats are for the blacks and the Republicans are for the whites.
Well, I couldn't let that pass. So, I challenge them every time they say it to provide examples to support their claims.
Of course, they can't. (They're only +/- 16-yrs-old and just spouting off stuff they hear from home, after all.)
Then I hit them with example after example of Democrats who REALLY were racist. I also cite those who could have but have not used their power to make things better.
I even made them read Anne Coulter's recent column about media reaction to Pelosi compared with that of Condi. And we discussed the obvious bias in the media.
It just so happens that my list looks very much like yours. Except that I personalize it to Louisiana by pointing out that since the end of Reconstruction, LA has only had 2 Republican governors. And, in their opinion, has live gotten better?
The answer they give is no. So, I tell them, keep your eyes open and pay attention to the actions, not the rhetoric.

I have two comments to make. One pertains directly to this post; while the other more properly belongs with an earlier post regarding a list of "anti" civil rights Democrats.
I'll make them as two separate comments.
First, about the Unborn Child Pain Awareness Act:
It is very sad indeed that this bill could not pass the House of Representatives. This bill did nothing prima facie to stop abortion. The reason it was killed, though, is obvious enough.
The reason is so obvious that a 10th Grader could understand it.
I teach Civics and American History at a rural high school in South Louisiana. I recently used this particular bill (it was co-sponsored by our Congressman, Rep. Charles Boustany, R-LA).
My dual purpose for using the bill was to have something that would catch the attention of the students when explaining the legislative process AND offering some facts about abortion.
I must say that if my students are any indication, then we are winning the war to protect the most innocent human life. Overwhelmingly - both male and female, black and white - my teenage students are pro-life.
There was widespread support in my class for the bill and for Rep. Boustany for co-sponsoring it. One of the class projects involved writing a Letter to the Editor or to a gov't official. The students had a wide variety of topics, and most chose this one. They wrote in large numbers against abortion and for this bill.
That having been said, there were a couple of students who were against the bill. One of them actually wrote that if this bill were passed, it would help to end abortion because women wouldn't want to hurt their babies.
BINGO!
If people were only allowed to hear the truth, then abortion would become very rare indeed.
Liberals, however, will do anything, even hide the truth, in continuing to allow this horror.
Even 10th graders can see that.
The USCCB is most likely drafting a protocol on seminarians and gay bars. The bill was fluff, so that GOP pols can beat their chests on how they fight for the unborn, without actually having to accomplish anything. Smoke and mirrors.

I agree that this bill would not have ended abortion in and of itself.
However, the battle of winning the war against the culture of death will necessarily be incremental, due to fact that people don't want to be aware of the consequences of this evil.
The Unborn Child Pain Awareness Act would have at least caused women to face the fact that they are hurting a living human being.
Should we pass stronger legislation? Yes.
Can we do it in one fell swoop? I don't think so.
"Fluff" and "smoke and mirrors"? I'm sure some may have that perspective, Jimbob. And there's one fact we can't overlook... we all know now who it is... BY NAME... who doesn't give a damn about the tortuous death an aborted baby is subjected to.
I'd love to see those "personally opposed", but politically Pro-Choice, catholic pols charitable contributions. Is John Kerry so personally opposed to abortion that he gives money to national Right to life? Operation Rescue? Project Rachel?
As for the legislation itself, I'm sure that it would have been a wonderful step, but after seeing so many half-measures and lame excuses, I'm just not convinced that most who SAY that they're pro-life are really committed to the cause. If there are no results soon, I imagine that there will be some who will start blowing up the cursed clinics or shooting doctors. Folks have been placated for a time by the rhetoric, but very little has changed on
