NTPD, Actually, I just realized that the way his hand is (in sign language), with all fingers extended - pointing up, and the thumb is on the chin, that means "mother. If the thumb is on the forehead, that means "father".
I guess the thumb at the half-way point means "absentee father".
And yes... he looks like he just crawled outta the rack.

I've seen better salutes coming from crosseyed, falling down drunk and ready to puke over the side sailors trying to cross the quarterdeck at three in the morning.
Please note the lack of tie, which really is only more apparent by the closed suitcoat. Not even willing to properly dress up to see the troops, how sad.
Commander-in-chief or not, I think salutes should be reserved for those in uniform, e.g. members of the military, Scouts, law enforcement, firefighters, etc. The only President whoever pulled it off with any credibility was Ronald Maximus, but then he respected the military.
Look at how dishevelled he looks! Sheeesh! What did he pack his suit in, his shoe?
